Rapid Assessment Study of Youhanabad

Youhanabad is a residential locality known to be one of the largest Christian majority settlements in Lahore. Located on the main Ferozepur Road, it spans over an area of more than 1 square km and stretches till the Roohi Nala. It is the largest population area in terms of the Christian community in the city. It is home to approximately 46000 residents [1]. Youhanabad falls within two union councils, namely Youhanabad UC-245 and Dullu Kalan & Khurd UC-246. The area was not properly planned nor designed. Development works have been implemented in an ad-hoc manner where one-off interventions were implemented without a proper holistic plan. In an aim to improve the living conditions in the settlement and for the development of a holistic plan, the Human Rights & Minorities Affairs Department HRMA has asked for a Rapid Assessment Study of Youhanabad, Lahore.


The main objectives of this assignment are to:
(a) Perform a holistic assessment of existing conditions in Youhanabad through a detailed site and situation analysis of Youhanabad.
(b) Identify interventions required to improve living conditions in the locality.
(c) Identify a block area within Youhanabad and develop an urban design up-gradation proposal for it. This example will serve as a model pilot project for other low-income communities.
Scope of Work
The following are detailed tasks for each stage to produce the required output to develop a comprehensive Rapid Assessment Study.
i) Assess the existing conditions of buildings, streets, green and public spaces in Youhanabad
1) Conduct the desk study through secondary data majorly encompassing the current socio-economic situation of the locality; demographics of the area, existing urban landscape, public institutions such as schools, religious spaces, and residential buildings.
2) Conduct macro-contextual site analysis on Youhanabad and after careful qualitative and quantitative analysis, choose a block area to produce urban design proposals on.
3) Collect data on the following,
a) Population
b) Total Area
c) Available land and typical plot sizes
d) Resources
e) Density
f) Household size
g) Construction costs
h) Existing infrastructure
4) Conduct stakeholder analysis in terms provision of insufficient public spaces, open spaces, green areas and pedestrian walkways.
5) Collect comprehensive pictorial data on block area chosen for an urban up-gradation design proposal.
6) Conduct topographic survey and mapping of Youhanabad.
7) Study previous government projects or schemes and there associated impacts in study area
8) Analyze prospects of community-driven urban up-gradation in the next phase.
9) Existing infrastructure assessment, considering demographics and use-ability analysis of the community.
10) Necessary interventions and facilities should be made possible through said development scheme to inhabitants of the area, keeping in view the ground realities and requirements.
ii) Analyze bottlenecks and gaps
1) Conduct comparative analyses of the urban living conditions of Youhanabad with a similar national or international example and using the data collected.
2) Conduct complete situation analysis extracted from the findings and recommendations identified for each of the different factors studied and the interaction of the different recommendations in a holistic way, i.e. relating stakeholders with basic services, density, public spaces requirements.
3) Prioritization of urban design recommendations is given while highlighting stakeholder’s opinion.
4) Proposed infrastructure improvements and recommendations.
Prominent Issues Identified in the Settlements
They're is significant variation in the urban fabric of the settlement, which seems to have organically developed over time. While the main areas of the settlement have wider metalled roads that are accessible on cars, the inner areas of the settlement comprise narrow paved streets accessible only to pedestrians, motorbikes, and bicycles. Since this is an unplanned housing settlement, it has no parks or open areas, proper uninterrupted pedestrian walkways or proper infrastructure for utilities and amenities. Apart from 1 parcel of agricultural land, the vacant plots are the only open areas. However, these are all mostly solid waste dumps in the settlement that have a hazardous impact on the living close to these areas. They're are some educational and health facilities dispersed sporadically in the area. However, it is important to note that there are no government health or educational facilities. Building regulations are not implemented in this settlement, the buildings are not very high. In fact, buildings that are 3 or more storeys are mostly found in areas near the main Ferozepur road and are primarily used for residential or residential cum commercial purposes. No work seems to have been done to improve the façade of the area. Commercial areas and street vendors have no uniformity or connectivity in design.
