Environment and Social Safeguards

The growth of cities has an impact on the surrounding ecosystem that requires immense focus, planning on protecting the environment and its relative facets. The ‘Environmental & Social Safeguard Sector’ of the Urban Unit is working to facilitate the government of Punjab by integrating environment and social safeguards in the cities’ urban planning and development process. The sector aims to translate evidence-based data in to policies and strategies and works to ensure that the people and the environment are protected from potential adverse impacts of environmental hazards. It also support in building capacities and assist cities in the identification, preparation and implementation of targeted initiatives with environmental sustainable and precautionary measures. Whereas, evidence based data driven Decision Support System are the corner stone of the Urban Unit. These systems are assisting the Government of Punjab and other entities in achieving their development/service delivery targets by adapting a proactive approach through Big Data analytics, Information Visualization and other ICT based tools.

Recently, the sector has developed several crucial tools for Environment Protection Department and its allied agencies, for instance, Punjab Environmental Monitoring and Management System, a tool for better decision making, which aims to provide vital information to the public, decision makers, industry, non-governmental organizations and stakeholders on the “health” of environment and on the “pressure” placed on the environment through various activities and development. Hence, effective programs and policies with consideration of environmental and social impacts are the basis for environmental resilience and sustainable development.

The Environmental & Social Safeguard Sector has executed many landmark projects for enhanced environmental governance and planning in the province. Restructuring and Capacity Building of EPD Punjab and its allied agencies,[1] Environmental Baseline Profiling and Spatial Portray of Punjab Province under Punjab Spatial Strategy, [2] Punjab Urban and Peri-Urban Forest Policy, [3] Implementation of Environmental & Social Management Framework in World Bank funded Punjab Cities Governance Improvement Project (PCGIP), [4]Environmental Compliance & Monitoring of Sewerage Treatment Plant at Gilgit City are few of them. Recently, Environment team of the Urban Unit is supporting Punjab Environment Protection Department in achieving the DLIs of World Bank Funded Punjab Green Development Program.

These projects resulted in a valued asset of knowledge and a reflection of the Urban Unit’s moto to convert data into strategy and policy.
