CORPORATE PROFILE

Monitoring & Evaluation Department of the Urban Unit holds its forte in prudently monitoring its projects across each desired indicator and milestone. It provides technical assistance and optimistic strategies to potential Clients across the country. Over time, it has played a lead role in project management and has developed business for over PKR 1 billion in providing e-governance and project design services in collaboration with internal departments i.e. GIS and software design departments. Since its inception it has given remarkable results in innovative service delivery solutions with efficient time and cost. Computerization of Urban Immovable Property Tax is benchmark for future capacity building of its Clients. It looks forwards for expanding its Projects and Clientele across Pakistan in the future.

Introduction & History of UIPT:

Urban Immovable Property Tax (UIPT) is a levy under the Urban Immovable Property Tax Act, 1958. The Excise and Taxation Department is responsible for all policy issues relating to administration, assessment, and collection of UIPT. UIPT plays an important role in the fiscal revenue system of provincial and local governments in Punjab. However, its full potential was not being harnessed due to various loopholes, shortcomings and misuse of authority at various levels. Different studies conducted in this regard have pointed out serious flaws in the assessment & collection of UIPT particularly poor tax administration due to:

 Non-availability of exact data of taxable as well as non-taxable properties  Assessment of Properties  Actual tax demand  Manual issuance of tax payment challan.  Misuse of exemptions and ultimate collection

The only remedy suggested in this regard was the computerization of UIPT system so that a comprehensive data of properties may be captured for tax calculation and system generated tax payment challan. In this way the most transparent, robust, effective and efficient system of UIPT was needed. Some efforts to computerize the UIPT in Punjab were made in the past, but unfortunately, those could not bear desired results due to:

 Incomplete requirement specifications  Poor system designing  Weak coordination amongst the persons having domain knowledge.

In an attempt to achieve the objectives, The Urban Unit in Collaboration with Excise Taxation & Narcotics Control Department started the project as a pilot in District Sialkot. After achieving fruitful results. The Project was extended in 5 districts of Punjab (UIPT Phase-I) including, Lahore, Gujranwala, Multan, Rawalpindi and Faisalabad and then in remaining 30 districts of Punjab (UIPT-II). Vision of Urban Immovable Property Tax System: Establishment of an automated, transparent and robust Property Tax Assessment & Collection System in Punjab through GIS integrated Computerization of UIPT records for better service delivery and to overcome the tax leakages, corruption and malpractices.

 Support provincial ET&NCD in development of transparent and robust Urban Immovable Property Tax system in all districts of Sindh, Baluchistan, and KPK Province.  Arrange training sessions, conferences and workshops for capacity building of government employees to obtain optimal benefits of the system.  Support ET&NCD in establishing centralized Disaster Recovery Centre and Data Warehousing.  Provision of technology driven Call Centre/Help Desk support to address Taxpayers/ Property Owner’ queries/complaints etc.  Support ET&NCD in expanding the rating areas and including properties along national highways in tax net.  Prepare of business case models and promulgation of Public Private Partnership projects for less dependency on public exchequer money.
