Census of Manufacturing Industries

Industry sector is an imperative source of providing a colossal share to the economy globally. As per facts and figures, countries possessing strong industrial sectors are accustomed to have a more stable economic development. Propitiously, Pakistan has a heavy-duty industry sector, also ranked as the second largest sector of the economy providing 20.27% of the GDP. In Punjab, the industry sector has contributed up to 22% of the provincial GDP in 2015-2016 as per Punjab Economic Report (2017). However, that 22% comprises of agro-based industries that are depending upon the agricultural linkages of the province including textiles, apparel and food products. Pakistan’s industry sector includes large and small scale industries where Census of Manufacturing Industries-CMI is to measure the production and structural changes of Large Scale Manufacturing Industries (LSMI). Succinctly, the overall share of industry sector to the country’s economy has been persistent or may be increasing with a minor upsurge since the creation of Pakistan but the manufacturing sector has plummeted with the passage of time due to lack of innovation. CMI that is conducted Under Section 9 &10 of General Statistics Act, 1975 and Section 5 &6 of Industrial Statistics Act, 1942, is the census of all manufacturing units having at least 10 or more personnel or having a turnover of rupees 5 Million and above. The industrial units must have Pakistan Standard Industrial Classification-PSIC codes from 10-32 of industry classification. This census is conducted after every 5 years by Pakistan Bureau of Statistics-PBS that was initially conducted in 1954 and latest in 2005-2006. Another CMI was also held in 2010-2011 but it could not be published due to improper planning and low level response rate. Previously, census system was manual and paper based which remained unsuccessful to provide complete coverage of manufacturing units due to low response rate. There is a dire need to effectively and efficiently maintain the records apropos to the industrial units for optimum planning and management to bolster the growth of industrial sector. In 2017, The Urban unit took the initiative of conducting CMI (2015-2016) in Punjab with revised automated methodology in collaboration with PBS. The Urban Unit has been engaged in the development of an automated CMI system by conducting android based survey and providing GIS based mapping & analysis of the industrial units, in order to enhance the economical proficiencies of the sector. In order to achieve GIS based CMI database, the first phase was survey data preparation including development of survey grids on built-up areas which were extracted from high resolution satellite imagery. The second phase was ground-truthing of industrial units. A detailed form was filled and handed over to PBS, whereas android based survey information was reflected on the real-time dashboard system pertaining industry details with location; type; operational status; production; employee Information and annual turnover; newly established units; taxes; employment; employment cost and contribution to GDP. CMI system is peculiar in its nature that provides geo-tagged information of each industry being a rare phenomenon in developing countries. Hence, after a successful completion of the survey, CMI database was updated from 23,932 to 67,829 industrial units, by an addition of newly identified 43,897 units which are currently active. This leap of newly identified units turned out to be an unprecedented success by automating CMI system that was achieved by android based survey providing complete coverage of industries in the province. Furthermore, CMI was also helpful in the identification of spatial agglomeration patterns and cluster formations on the basis of which, new industrial corridors have also been identified with all necessary amenities. Hence, to promote industrial clustering, improved economic policies could be formulated on the basis of this automated CMI system which can ultimately improve economic growth and accelerated revenue of the province.
